But wont flametongue increase the damage of my earth shock, lava lash and static shock procs?

Edit: I was under the impression that Enh DPS consisted of keeping the stormstrike debuff on the boss at all times, keep hitting ES and Lava Lash whenever their cooldowns are up, keep refreshing Lightning Shield whenever it goes down due to Static Shock and hit LB/CL whenever Maelstrom weapon stacks to 5. Wouldn't Flametongue increase the nature damage of ES, LB/CL and Lightning Shield orbs all together? Or is the increase by Flametongue lower when compared to what Magma Does?

Edit 2: BTW won't Ele shammies prefer using Totem of Wrath instead of Flametongue? :-D

1. If you're hitting SS on it's cooldown, the debuff will not fade, you should be doing that.

2. You should always operate under your hierarchy of spells that Juggy pointed out. The only thing I would add to it is Feral Spirit, pop it early and often. But follow the order.

Totem of Wrath will be dropped, yes, but it's better than Flametongue, so I'd be pretty excited about it. Magma Totem gives you an overall damage increase over Flametongue even when you're the only shaman, and if you're doing 25's, it's very unlikely that you're without at least a Resto, so drop Magma every time.

In my experience the totems you drop are situational. If you are doing a 25-man raid chances are you aren't the only shaman there and Magma totem is the best choice for you. However sometimes in 10-mans I am the only shaman there so to help the raid I drop flametongue instead so the healers get the boost. But magma totem is best for your personal dps.
