As per the latest PTR Notes. LOH causes Forbearence and cannot be cast on anyone with forbearence. This makes it so that the pally has to choose between LOH or Divine Shield as his OH S@#*T!! button.

There are too many "oh shit" buttons for Paladins. If they are about to die there are way to many ways to just be like "lawl heal to full" or "lawl invincible". Its really too faceroll based.

Coming from a Rogue, I find the argument that Paladins are imba in PvP a bit hard to swallow. My Paladin has been ganked by Rogues more times than I can count. Who cares how many "Oh shi-" buttons you have if you're incapacitated before you can use a single attack?

Paladins aren't the only class without "oh shit buttons".

I heard mages get instant cast pyroblast?
Warlocks can sacrifice their voidwalker to get immunity to all damage for an amount of time that isn't far away from a bubble.
Resto druids get 'natures swiftness' which gives anything under a 10sec cast time an instant cast next time its used, this is off the GCD so you can macro it to use that and healing touch instantly, which would more often than not heal my druid to full. CD on that? 3mins. CD on LoH? 10mins(?)
As for rogues, cloak of shadows provides immunity to all magic effects for about 6 seconds, or something like that.
Don't even get me started on heroism/bloodlust.
Every class has an "oh shit" button, but believe me, if you want one of the paladins "oh shit" buttons, we'll gladly trade for a snare or a movement restrictor.

Instant pyroblast off a fire spec proc, that is just extra damage, doesn't save lives.

Healing touch wouldn't do much unless you are healing spec in the first place (for which pallys get beacon).

How often do warlocks have their voidwalkers out? Pallys can do the same thing, with the cost of only a cooldown, and still have more buttons to use.

Cloak of Shadows is great, but pally bubbles do the same thing. They also can become snare immune.

Bloodlust is sweet to increase damage, but will not save you from dying, it is just a zerg attempt.

Paladins have a equal, or better substitution for each ability given to these classes.
